Heliocentric and Barycentric Julian Date Corrections

There is an issue already open on github for this with the milestone of future. I think it would be great to have these time corrections available in astropy.

Maybe this falls under improvements to existing packages. Feel free to ignore if so.

Hello James -- I have a python module called 'cooclasses' that uses wrapped C-language routines from my old skycalc code -- it does pretty good (but not perfect) barycentric velocity and date corrections. Contact me if you'd like these.
